Pinning to cache unbelievably slow

I have a 5TB folder and a 1Gb/s symmetric fiber ISP connection. The cache destination is capable of 1400MB/s read and write. The computer has been pinning for 48hrs and it’s only 14%. I see the pinning transfer almost peaks my download speed for 5-10 seconds and then it goes down to 1-3MB/s for a long time and then to nothing to then do it all over again. I don’t have any speed limits but even if I set them nothing changes regarding pinning consistent download speed. If I set to download the folder with the files I see prolonged consistent download speeds maximizing my ISP connection for the duration of the download. I am a previous Lucid Link customer and I haven’t seen this low performance pinning files or folders like I’m experiencing with Shade.
