New Collection doesn't show up in right-click menu for add-to-collection

Expected behavior:

1. I create a new collection and name it “Murals”

2. I search/browse files, and then right click on one and choose “add to collection”

3. I see “Murals” as a collection I can add the file/image to.

Errant behavior:

1. I create a new collection and name it “Murals”

2. I search/browse files, and then right click on one and choose “add to collection”

3. I do not see “Murals” as a collection

4. Even after doing a hard refresh, I do not see “Murals” as an option

5. Even after waiting 5 minutes, doing a hard refresh, it doesn’t work

6. Even after qutting the Shade app, and restarting it, it doesn’t work
